Iraqi Electoral System cont’d

I previously bemoaned the horror of the proportional representation system used to determine Iraq’s parliament and their .36% threshold to gain a candidate. One sign of good news is that the 2/3 majority necessary will now require a Shiite-Kurd coalition, which is better than pure Shiite domination. Too bad they won’t combine with Allawi’s pro-American 15%. To read more, click here.
